There was an additional length of pipe added to the discharge line and the outfall pipe was plugged.

Description Of Incident:
|
During construction work being done it was necessary to set up bypass pumping equipment. The contractor discharged the flow into the basin which is one of our CSO outfall basins . It was told to me that all the flow was initially going into the bottom of the basin and onto the treatment plant. At some point the discharge pipe shifted and was flowing partially into the outfall pipe. I would estimate it was a 50/50 split. The bypass pump had only been in operation for approximately 1 hr. This problem was immediately corrected with very minimal flow to the river.
