Extreme cold weather caused icing of tanks. Plant was operating on one tank due to low flow. Second tank refilled, put back in service due to icing of tanks. Cold temperature causing settling and biological process to be slow. Ecoli of discharge was 280 mg/L which is a violation of our discharge permit.
