An assistant chief operator was called to the pump station and arrived shortly before 9:30 p.m. He determined that when one of the pumps was called for it disabled both pumps. He turned off that one pump and used the other pump exclusively to end the overflow and operate the pump station. Since then the new relay has been removed and bypassed again until the cause of the malfunction can be diagnosed and corrected

The cause of the incident is still under investigation by plant personnel, but the problem was apparently caused by a malfunction of the pump controller. A technician determined that a malfunctioning relay was causing a problem on 2/1/2016. The relay was removed and bypassed until a new relay could be installed. The new relay was installed at 10 a.m. on 2/04/2016, nine hours prior to the malfunction which caused the overflow. The length of the overflow was prolonged because the operators were out of the area or otherwise out of telephone dialer contact until 9:15 p.m.
