Pump station emergency overflow pipe
Generator refueld and working properly again. GMP was contacted and they fixed the power so we have three phases again. We called Pump Tech and they were on site before 8am this morning to check out the pumps and panel. They also dispatched a pump truck to the site this morning to pump out excess volume at the Bethel Mills Pump Station, to prevent any further overflow and also so we did not overwhelm the next pump station or the sewer plant. The Windsor County Sheriff's Office was contacted to investigate the possable vandalism angle.(Open electrical panel- appears as if someone yanked or pryed it open. We now believe this was not the cause of this event) The Deputy is now headed to Bethel Mills, to look at security camera footage. Estimated volume of discharge was calculated by averaging the daily flow for the 7 days prior to this event, which averaged out to be 38,927 GPD. Daily flow for the day of the event was 30,797. We have calculated emergency storage for this location to be 6020 gallons,( wet well storage, 8" line storage and 3 adjacent man hole strutures- these all fill before the wet well starts to overflow) 38,927 gal ave daily flow - 30,797 gal recorded for the day of the event = 8133 gal -6020 storage gal = 2113 gal lost to overflow

While away on vacation on 9/23, i accessed wifi cameras at our treatment facility and noticed we had low flows coming into the facility overnight. I imediately called our operator who was covering my vaction to see how long before he arrived in Bethel for the day. He was still a little ways out so explained what i noticed on the cameras and what to go and check on. I then called another town employee to go check out our Bethel Mills pump station. When he arrived he first noticed one of the electrical panel doors was open.He verified all breakers within this panel were still in the on position and not tripped. I then had him open up the control panel for our pumps and then verified we had no power at the pump station. He then went and checked on our generator for the pump station, It had an alarm from the day before for low fuel level, and would not start. So he went and got fuel to fill the generator up to get it running again. GMP was notified of a power loss for our pump station and they sent someone down immediately. I called Pumptech and explained what was going on and they sent a service tech down and dispatched a pump truck to pump down the wet well to prevent any further overflow. It appears at somepoint late morning on 9/22, we lost one leg of our incoming power. This loss triggered the generator to run and operate the pump station until the generator ran out of fuel later that evening. The loss of power on that one phase did not trigger the alarm system, apparently the alarm power was still active from the power phase that wasnt tripped.
