Description Of Incident:

The Operator found no CL2 Residual when doing the residual. We went over to the Chemical building to check it out and found 1 valve closed and another partially closed. We opened them back up and everything was fine. There is an upgrade underway at the plant and it looks like one of the painters hit the valve's with their ladder while they were in the room where the Sodium Hypochlorite is.
