Heavy rains this morning have once again cause a combined sewer overflow from CSO #003 and CSO #004 on East Creek. CSOs serve as a "relief valve" in the sewer collection system when rain water overwhelms the capacity of the sewers. This prevents stormwater and wastewater from backing up onto streets and into buildings.
