The chlorine residual at the time of E.coli sampling was lower than expected. Low flows overnight on July 21st caused the chlorine residual to drop to a 0.27 mg/L. The Brattleboro wastewater plant aims for a 0.50 mg/L residual. The combination of a low chlorine residual with high flows due to the heavy precipitation resulted in 123.4 cfu/ml.
